Amusement Device Inspections

As defined by the Code of Virginia, an amusement device is a device or structure open to the public by which persons are conveyed or moved in an unusual manner for diversion. The definition also includes passenger tramways.

Virginia Amusement Device Regulations (VADR) provide statewide regulation of amusement device construction, maintenance, inspection, and operation. Amusement devices are generally categorized as follows:
  • Kiddie Rides   (please review additional information below)
  • Major Rides
  • Spectacular Rides.
Other regulated activities include Bungee Jumping and Gravity Rides.

In order to issue permits for amusement device operation in Accomack County, the following must be completed:
  1. Filing an amusement device permit application at least 5 days prior to operating;
  2. Demonstrating proof of financial responsibility in a minimum amount of $300,000 per occurrence;
  3. Submission of all non-destructive testing reports for each device;
  4. Payment of fees;
  5. Inspection of each device with either no violations found or all violations satisfactorily corrected.
Fees for amusement device inspections are set by the VADR and area as follows:

  • Kiddie Rides
  • $15 each
  • Major Rides
  • $25 each
  • Spectacular Rides
  • $45 each


    Kiddie Rides
    Kiddie Rides do not have to be inspected, provided they meet the minimum criteria as outlined in the VADR and display an unexpired certificate of inspection issued by a jurisdiction in the Commonwealth of Virginia.

    A Kiddie Ride must meet all of the following criteria in order to be exempt from permit requirements:

    1. Must have a passenger height limit of 54 inches or less;
    2. Have a design capacity of 12 passengers or less;
    3. Assembly time of two hours or less, provided the existing certificate of inspection for the ride was issued by a local building department in this Commonwealth less than one year prior to the date for which a certificate of inspection is sought, regardless of whether disassembly has occurred.
