Schooner Bay Boat Ramp Replacement

The County of Accomack is seeking sealed bids from qualified Virginia licensed contractors for renovations to the Schooner Bay Boat Ramp located at the end of Bluebill Lane (Rt. 802) on Chesconessex Creek, Onancock, VA 23417.   The complete IFB may be viewed here.  

The work generally consists of the removal of the existing boat ramp and furnishing and installing a new concrete ramp including a concrete pavement tie-in.  

The ramp can be shut down to the public during construction. The contractor shall responsible to furnish the required devices to close the ramp and dock during the construction period.  The County will make a public announcement of the ramp closure once there is an estimated construction start date. 

If the contractor prefers, a section of dock may be removed to install the coffer dam, and then replaced when the work is complete.     

All work is shown on the plans (3 sheets, dated February, 2021) prepared by J. W. Salm Engineering, and VMRC permit for the project.  The contractor shall be required to adhere to all applicable comments from these documents.  The County will waive the tipping fees for all materials removed from this project and delivered to the North Landfill (9400 Cutler Lane, Atlantic, VA 23303) by the contractor, including: concrete, dewatered soil, vegetation, timber.  The contractor is responsible to obtain any necessary County permits, but the fees will be waived.  

*Work shall be completed 120 days after issue of Notice to Proceed.  Upon award, Contractor shall be required to submit a Payment and Performance Bond for 100% of the amount of the contract. 

Bidders are strongly encouraged to familiarize themselves with the project site and are required to acknowledge same on the bidding documents.   

 Sealed bids may be delivered to the Accomack County Administrator’s Office, 23296 Courthouse Ave., Suite 203, Accomac, VA 23301 or may be mailed to the Accomack County Finance Office, c/o Lucy Huffman, P.O. Box 620 Accomac, VA 23301 until 12:00 p.m. Tuesday, August 31, 2021.  On the same day, at 3:00 p.m. local time all bids received by the due date and time will be publicly opened and read aloud via “Zoom Meeting.”  Interested persons wishing to join the live bid opening should contact Lucy Huffman at lhuffman@co.accomack.va.us at least one day prior to the date set for the opening of bids.   Bids received after the due date and time will be returned unopened. 

With a bid submittal, an accompanying bid bond is required for 5% of the bid amount. 

The bid tabulation for this project may be viewed on the indicated websites (below) after the date and time set for opening of bids. The successful Bidder will be contacted by the Finance Department.  

Bidders are encouraged to monitor this website and/ or those listed below for changes in the bid opening schedule or for any addenda issued.  Receipt of Addenda must be acknowledged for this project.

Withdrawal of Bids shall be according to procedure § 2.2-4330 of the Code of Virginia, as amended.  Bidders must be licensed as a Contractor in the Commonwealth of Virginia, as required, and the Bidder’s attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia.

The County reserves the right to reject any and all bids, or to contact any Bidder prior to award for explanations or clarifications.  The County does not discriminate against any Bidder on any basis.
