The County of Accomack is seeking sealed bids from qualified Virginia licensed contractors to perform renovations, remodeling and repairs services on County of Accomack owned buildings and structures on a per work order basis.
The County of Accomack, Virginia (County) seeks to award one (1) or more, with a maximum of three (3), Job Order Contracts (JOC or Contract) to qualified general contractors to provide for General Construction on an as needed basis at various County of Accomack facilities over a one (1) year Base Term and up to two (2) one (1) year additional Option Terms. A JOC is a competitively bid, firm fixed priced, indefinite quantity contract. The Work includes a collection of Tasks and related specifications that have pre-established unit prices. JOCs are to be used for the accomplishment of repair, alteration, construction, maintenance, rehabilitation, demolition and construction of infrastructure and buildings by means of individual Job Orders issued under the JOCs and related to discrete, identified Projects.
JOCs will generally be utilized to accomplish small to medium sized, Projects with a typical Job Order value within the range of $10,000-$100,000. However, Job Orders in the $1,000 to $5,000 range are also common. The typical Work is anticipated to include, but not be limited to, Projects such as: general construction, maintenance, renovations and replacement, etc. The maximum value of any individual Job Order is not expected to, but may not exceed $500,000. The Contractor is guaranteed to receive the opportunity to submit Price Proposals for projects totaling at least $25,000 during the Base Term. The County makes no additional guarantee as to amount of Work, other than the Minimum Contract Value.
The contractor shall be required to adhere to all applicable comments from these documents. The County will waive the tipping fees for all materials removed from each project and delivered to the North Landfill (9400 Cutler Lane, Atlantic, VA 23303) by the contractor, including construction and demolition debris, concrete, dewatered soil, vegetation, and timber. The contractor is responsible to obtain any necessary or required permits per project to include County of Accomack building permits, land disturbance permits and VDOT land use permits.
Contractor is required to submit a Performance Bond in the amount of $500,000; however, the County will accept phased bonding that will allow Contractor to initially provide a $100,000 Performance Bond, with surety, said bond and surety to be replenished in a like amount at such time that the County determines and notifies Contractor that additional bonding is needed to ensure continued performance of the work. County will not accept bonding in smaller increments than $100,000.
Contractor is required to submit a Payment Bond in the amount of $500,000; however, the County will accept phased bonding that will allow Contractor to initially provide a $100,000 Payment Bond, with surety, said bond and surety to be replenished in a like amount at such time that the County determines and notifies Contractor that additional bonding is needed to ensure that all subcontractors and materialmen are paid in full. County will not accept bonding in smaller increments than $100,000.

There will be a Pre-Bid Meeting on Wednesday, May 1, 2024, starting no earlier than 10:00 at the Public Works Conference Room located at 24401 Joynes Neck Road Accomac, VA 23301.
Sealed bids may be delivered to the Accomack County Finance Office, 23371 Front Street Accomac, VA 23301 or may be mailed to the Accomack County Finance Office, c/o Stephanie Woods, P.O. Box 620 Accomac, VA 23301 until 12:00 PM Thursday, May 16, 2024. On the same day, at 3:00 p.m. local time all bids received by the due date and time will be publicly opened and read aloud via “Zoom Meeting.” Interested persons wishing to join the live bid opening should contact Stephanie Woods at swoods@co.accomack.va.us at least one day prior to the date set for the opening of bids. Bids received after the due date and time will be returned unopened.
A bid bond is required to be submitted for 5% of required bonding amount of $500,000
The bid tabulation for this project may be viewed on the Accomack County and eVA websites after the date and time set for opening of bids. *See below. The successful Bidder will be contacted by the Finance Department. Any award of the bid is subject to approval by the Accomack County Board of Supervisors.
