Demolition & Removal of Derelict Loading Gantry at Old NASA Ferry Dock

The County of Accomack is seeking sealed bids from qualified Virginia licensed contractors to furnish all labor, materials, and equipment for the demolition, removal, and responsible disposal of the derelict loading gantry and associated materials located at the Old NASA Ferry Dock on Assawoman Creek located at the end of Route 730 (Pierce Taylor Road) near the village of Mappsville, Virginia. 

 

The work generally consists of removal of entire structure and associated materials to the mud line, including: 6 large structures (four of which support two elevated steel gantries), a loading ramp, pier, several pile dolphins/fenders, and several derelict pilings next to the recreational boat ramp/dock/bulkhead (to remain). Contractor is responsible for obtaining an Accomack County demolition permit but permit fees will be waived.

 

There will be a non-mandatory Pre-Bid Meeting on Friday, November 15, 2024 at 10:00am at the project site.

Sealed bids may be delivered to the Accomack County Finance Office, 23392 Front Street, Accomac, VA 23301 or may be mailed to the Accomack County Finance Office, c/o Leslie Lewis, P.O. Box 620 Accomac, VA 23301 until 12:00 PM Monday, December 2, 2024. On the same day, at 3:00 p.m. local time all bids received by the due date and time will be publicly opened and read aloud via “Zoom Meeting.” Interested persons wishing to join the live bid opening should contact Leslie Lewis at llewis@co.accomack.va.us at least one day prior to the date set for the opening of bids. Bids received after the due date and time will be returned unopened.

 

Withdrawal of Bids shall be according to procedure § 2.2-4330 of the Code of Virginia, as amended.  Bidders must be licensed as a Contractor in the Commonwealth of Virginia, as required, and the Bidder’s attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia.

 

The County reserves the right to reject any and all bids, or to contact any Bidder prior to award for explanations or clarifications.  The County does not discriminate against any Bidder on any basis.

 

 

*The successful bidder shall enter a contractual agreement with the County of Accomack for the described work.  The contract shall incorporate by reference the Invitation for Bids documents with all attachments, schedules, Terms and Conditions, and any Special Conditions.  Work shall commence no later than thirty (30) days after issue of Notice to Proceed and shall be completed within one hundred twenty (120) calendar days.  Liquidated damages in the amount of $250.00 per calendar day may be imposed for work that is not completed in accordance with the fully executed contract for this project.  (Sample contract attached.)    

 

All steel must be recycled, with the contractor retaining the proceeds. Wood materials less than 10’ in length may be taken to the Accomack County Northern Landfill near Atlantic, Virginia where the tipping fees will be waived if at least 24-hour advance notice is given.

 

A bid bond is required to be submitted for 5% of the bid amount.

 

After bids have been opened and recorded, the bid tabulation for this project may be viewed on the Accomack County and eVA websites.  The successful Bidder will be notified by the Finance Department.
