RFP # 336 - Northern Accomack Water & Wastewater Study 

Accomack County (the County) is the northernmost county on the Eastern Shore of Virginia. The lack of water and sewer utilities in the vicinity of Wallops Island is a deterrent to meeting the anticipated commercial and residential needs that will come as more and more companies, seeking access to space, choose Wallops Island/Northern Accomack County for their base of operations. Over $176M in Commonwealth funds have already been invested in the Mid-Atlantic Regional Spaceport (MARS) making it a premier spaceport for small and mid-class rocket launches and launch support services. This investment will continue to attract economic development to Northern Accomack County and with it the demand to have infrastructure in place to support the workforce that will accompany it. With this in mind, the County is soliciting proposals from qualified firms to complete a water and wastewater treatment needs assessment for Northern Accomack County (see attached exhibits) and to propose options on how to best address those needs. Following the development of the options, the selected firm will compile detailed cost estimates for the facilities that will be required to provide the water and wastewater services.

The project outcomes will be the development of a plan that will identify the extent of need and recommend solutions to wastewater treatment and discharge, along with the provision of drinking water, within the study area of Northern Accomack County. Following the completion of the plan, the selected firm will provide water and wastewater consulting services to the County under an annual services agreement. These consulting services will be related to the provision of water and wastewater services throughout Accomack County. These services may include, but are not limited to, the review and evaluation of public, private, and public-private solutions and proposals for providing water and wastewater services. The services may also include, but are not limited to, the preparation of grant applications and associated documents to assist the County in obtaining funding to complete water and wastewater projects.
